One of the things that hampered the Russian army under the old regime was the scarcity of officers, Jews now are to be allowed to become officers in the Russian army. The restrictions on the Jew in the army were due to the fact that he was not a full Russian citizen. The removal of his disabilities and his complete civil and religious emancipation mean that the Jew now has equal opportunity with the Slav in the army as well as in the navy, from which he was barred under the old order. Heretofore Jews never were permitted to rise in the army. This explains largely why the Jews hated Russian military service. The army service to him meant four years of bondage in a terrible environment. No distinction, no ability, could promote a Jew to a commanding position. Despised and sneered at by the officers, and consequently disrespected by the rank and file, the lot of the Jew in the army was indeed miserable.

Ambassador Gerard informed friends here that the situation of the Jews is as bad today in Germany as in Russia, and possibly worse. The hatred of the Jews in Germany is intense, and is being encouraged carefully by the government. The military authorities are circulating malicious reports concerning alleged treasons by Jews in the army. As a result of this campaign, organized Jew-baiting has become popular.

It is declared by the military authorities that the Jews refuse to fight, surrendering to the enemy at the first opportunity. Hundreds of Jews have been shot for treason, according to reliable reports.

The Russian colony in Paris is elated over the probable choice of Grand Duke Michael as successor to Emperor Nicholas. The grand duke is well known here, especially in the Latin Quarter, where his geniality and simplicity won him the friendship of everyone with whom he came in contact. He was a familiar visitor to the sculptor’s studio, encouraging the humblest of the struggling artists. "He was our friend, a real friend. «Said one of the artist who knew him. «as he is the real friend and protector of the humblest peasant in Russia.»

The Petrograd correspondent of «The Times» describes the sacking of the residence of Count Fredericks, Minister of the Imperial Court and aide-de-camp to the Emperor, as one of the most deplorable incidents of the revolt. The house was carried out fighting. His daughter, who is frail, rushed out, carrying her favorite dog. The girl was beaten by this drunken mob and the dog was killed. Both women eventually were taken to a place of safety. Count Fredericks is now in attendance upon former Emperor Nicholas.
