A decree on the civil marriage
Given the debt of the stock company of the Putilov factories to the treasury of the Russian Republic, the Council of People's Commissars decrees: the Russian Republic should assume ownership of the Putilov factories along with all properties of the stock company of the Putilov factories.
The People's Commissar of Trade and Industry will be overseeing the management of factories and business of the aforementioned stock company.
Decree on the changing of clocks
By decree of the Coalition Government, a directive was issued to move all clocks one hour forward for the summer starting on the 14th of July. The present decree prescribes a return to the usual account of time.
Given that there is still no quorum for the Constituent Assembly, even if the figure is broadened to include those deputies who have not presented their mandates for registration according to the established procedure; given that many Constituent Assembly members who arrived in Petrograd have since left for the provinces; See more
given that there is uncertainty regarding the date when the Constituent Assembly is to meet; given that it is currently possible to determine, with lesser or greater precision, at what point after the Christmas holidays a quorum will be attained – given all of the above, the Council of People’s Commissars designates January 18 as the opening day of the Constituent Assembly, provided that the specified quorum of 400 deputies is in attendance.

The commission structure will be finalized tomorrow. The commission should pay chief attention to the press, sabotage, and other rightist SR sabotage.
A decree (proposed by Lenin) authorising the arrest of “the most prominent members of the Central Committee of the party of the enemies of the people” and their trial before revolutionary tribunals:

Local Soviets must exercise special surveillance over the Constitutional Democrat Party on account of its links to the Kornilov-Kaledin civil war against the revolution. The decree enters into effect from the time of signing.”
