The Petrograd Soviet welcomes the victorious revolution of the proletariat and the Petrograd Garrison. The Soviet particularly emphasizes the solidarity, organization, discipline and the spirit of absolute unanimity shown by the masses in this unusually bloodless and unusually successful revolt.

We announce to all workers, soldiers, and all citizens of Petrograd:

In connection with the report from the delegation for the 33rd Corps that German soldiers had approached Russian lines to inquire about the situation in Russia, as German newspapers publish very little material about the Russian Revolution, and, in trying to follow the course of revolutionary events, German soldiers know nothing about the true situation. In a moment of mortal danger for the people and the revolution, the Petrograd Soviet of Workers and Soldiers’ Deputies announces: the Kerensky government is destroying this country. Having proven his total inability to conduct war, he has still not offered us peace. Along with the bourgeoisie, Kerensky is preparing to surrender Petrograd, the main fortress of the revolution, to the Germans. In the face of a government mired in Kornilovishness, in the face of general mistrust among soldiers, workers, and peasants toward the government, catastrophe is inevitable. The Petrograd Soviet of W. and S.D. cannot take upon itself any responsibility before the army for the so-called strategy of the Provisional Government and in particular for the retreat of our troops from Petrograd. Soldiers of the Petrograd Soviet are against the plan of moving the Provisional Government from Petrograd to Moscow, as this would mean leaving the capital of the revolution to the mercy of fate. See more

The Presidium of the Petrograd Soviet has until late not been built on the correct foundations: the presidium completely lacked representation from other parties such as the Bolsheviks and the Menshevik-Internationalists. Besides this it has long been known that most of those in the factories and military units garrisoned in Petrograd are followers of the Bolshevik party. See more

Due to the crisis worker section considers it necessary to insist that the All-Russian Congress of Soviets of Workers' and Soldiers' Deputies assumes all power.

The members of the All-Russian Congress have proposed a demonstration for the 1st of July in order to display the strength of revolutionary democracy in contrast to the congresses of landowners, capitalists, etc. See more

Attention all citizens! 

In recent days, both in Petrograd and in many other places in Russia, a rise in drunkenness has been observed. Drunkards have been appearing on the streets, in street wagons, in factories, and   in the barracks. Vodka has appeared in the cities and in the countryside, on the home front and on the battlefront. Drunkenness has become a foundation for atrocities: fights, violence, pogroms. See more

The Executive Committee received information that the strike of laundresses, which began after the unwillingness of their owners to come to an agreement with female workers and lasted for more than two weeks, proceeds with a number of complications. Many cases of mistreatment of female workers by mistresses, including beating and eviction from apartments, were recorded.

A unanimous protest by workers and Petrograd soldiers has shown both the Provisional Government and all the peoples of the world that the revolutionary democracy of Russia will never reconcile itself to the restoration of the aims and practices of Tsarist foreign policy. Its task remains, now and in the future, to campaign tirelessly for international peace.
