О подавлении контрреволюционного восстания буржуазии, руководимого кадетской партией.

Буржуазия, руководимая кадетской партией, подготовила к моменту созыва Учредительного Собрания все свои силы для контрреволюционного переворота. На Урале и на Дону Корнилов, Каледин и Дутов подняли знамя гражданской войны против Советов Крестьянских, Рабочих и Солдатских Депутатов. Под Белгородом произошли первые кровавые столкновения революционных войск с отрядами буржуазных заговорщиков. Таким образом, прямая гражданская война открыта по инициативе и под руководством кадетской партии. Центральный Комитет этой партии является сейчас политическим штабом всех контрреволюционных сил страны.

Эта работа, непосредственно угрожающая делу мира и всем завоеваниям революции, ведется под прикрытием защиты Учредительного Собрания... Задача кадетской партии состояла в том, чтобы создать якобы законное прикрытие для кадетско-калединского контрреволюционного восстания. Голос нескольких десятков буржуазных депутатов они хотели представить, как голос Учредительного Собрания.

В этой борьбе Совет Народных Комиссаров твердо рассчитывает на поддержку и несокрушимую верность революции со стороны всех революционных рабочих, крестьян, солдат, матросов, казаков, со стороны всех честных граждан.

Долой буржуазию! Врагам народа, помещикам и капиталистам, не должно быть места в Учредительном Собрании! Да здравствует революция! Да здравствуют Советы! Да здравствует мир!
