Некоторые посольства отказали в визе паспортов дипломатическим курьерам Народного Комиссариата по Иностранным делам. В качестве мотива соответственные учреждения указывали на то, что Совет Народных Комиссаров еще не "признан" в качестве правительства. Вопрос о признании есть вопрос формальный, и Советская власть с полным безразличием относится к этой подробности дипломатического ритуала. Непризнание не избавляет, однако, от необходимости считаться с Советским правительством, как с фактом.

Указания на то, что "непризнанное" правительство не может иметь дипломатических курьеров, неосновательны уже по одному тому, что Советская власть считает необходимым дипломатические сношения не только с правительствами, но и с революционно-социалистическими партиями, стремящимися к низвержению существующих правительств. Наконец, нельзя не указать на то, что вышеозначенные посольства проводят политику "непризнания" крайне односторонне, так как сами они непрерывно обращаются в Народный Комиссариат по Иностранным Делам с просьбами о предоставлении им тех или других разрешений и свидетельств, об обеспечении свободного проезда их дипломатическим курьерам и пр. и пр.

Считая сохранение такого порядка совершенно недопустимым, Народный Комиссар по Иностранным Делам распорядился, чтобы отныне не выдавать никаких пропусков и вообще не делать никаких облегчений представителям тех посольств, которые видят свою задачу в создании для Советской власти мелочных канцелярских затруднений.
