The new Commander-in-Chief of the South-West Front was General Gutor, who had commenced the war as Chief of Staff of the 4th Army. In 1915 he had been transferred to the command of the 34th Division, and he had since commanded the Vlth Corps and the nth Army. He had been wounded more than once. He appointed General Duldionin, late General Quartermaster, to be his Chief of Staff.

In an interview on June 5th, General Dukhonin said that the Italian representatives at G.H.Q. had asked for a Russian offensive, and he explained that such an offensive " could not go far ” ! When the 1916 offensive was launched all units in front were up to strength and there were 200,000 drafts in rear, but now units in front were 200,000 short of establishment and there were only 60,000 men behind. The horses were half starved. Still, he thought that the offensive would remind the Germans that they had still to reckon with the Russian army, and might make them ask for peace! He would be satisfied with 200,000 prisoners!
