Russians seek passports. Exiles and refugees are ket from fatherland by consular restrictions.

Much excitement has been stirred up in the local Russian colony over the difficulty experienced by Russian exiles and refugees who want to get back to the fatherland now that the revolution has made it safe to obtain passports. Dimitri Florinsky, Vice Consul, said yesterday that the consulate was following the orders of the Foreign Office established at the beginning of the war.

“We were instructed”, he said, “not to furnish new Russian passports for travel to persons who did not have such documents already as proof of Russian nationality. This was necessary because Germans have succeeded in buying many passports, and if there had been no regulation of this sort they could have obtained almost any number of fraudulently for purpose of getting spies and agents into Russia. Many Russians in this country, especially those who left for political reasons, had no passports, and we could not give them credentials. There regulations are still in force, but we cabled yesterday to the Foreign Office to see of the new Government had any supplementary instructions on the subject and expect an answer very soon”.

With all my heart I welcome the revolution. I celebrate the overthrow of the Romanovs. They, of course, were leading Russia to the cliff edge. There can be no two ways about this. And then I went to the cafe “PrivalCafe "Prival komediantov", the gathering place of pre-revolutionary intelligence and poets in St. Petersburg.”. It was empty, sleepy and boring. The place was almost unoccupied save for a few Jews. And suddenly I became painfully sorry for the fate of our “Empire”.
